The San Francisco Chronice published an interesting article about how San Francisco is offering developer incentives to turn empty lots into temporary green spaces: potted trees, thirteen foot tall miscanthus grasses that capture carbon, artists’ spaces, and a garden tended by homeless. Could this be a green solution to the Great Recession’s impact on real estate development, replacing blight with food, habitat, and public spaces?

Damage to small public garden in San Francisco

Although I am now living in Tokyo, across the Pacific in San Francisco I have a public garden that extends onto the sidewalk. Last week I heard by email from a neighbor that he called the police non-emergency number at 7 in the evening because someone was sleeping in front of my building. A few days later a friend asked if I knew that my plants got “smushed” and then Twittered the photo above.
The photo above shows the damage and garbage left behind. Although I have marveled at the safety of Tokyo streets that permits salary men (and ladies) to be passed out in public, Tokyo people are shocked when I tell them how filthy the streets of San Francisco are. Garbage, vandalism, and thousands of people living in the streets with obvious mental health and heavy drug addictions.
I have no easy answer for the break-down in social bonds that allows so much human misery to exist in public in the world’s richest country. In my observations, the wealthy of San Francisco live on hills that are either inaccessible to the homeless or policed more severely; the wealthy use private automobiles and ignore the streets. Those in mixed income neighborhoods become accustomed to dirty and unsafe public streets, and make themselves comfortable inside their homes.
Streets are the largest public spaces in any city. It is sad when they are feared more than enjoyed.
Wild parrots in Hiroo

Walking on a small street in Hiroo, in central Tokyo, we heard a strange noise and saw some people staring at a persimmon tree. On closer examination, we saw that there was a flock of wild green parrots gathered in this tree. The green on orange colors perched on a leaf-less tree is sublime.

I have seen wild parrots throughout San Francisco, and there was even a movie about them. I didn’t realize that Tokyo was warm enough for them to survive outdoors. I wonder how many there are.
Speaking with a woman recently about urban ecology, she told me that she enjoys city bird-watching. It made me realize that bird-watchers, particularly those who enjoy their hobbies in the city, can be an important voice for improving urban landscapes and habitats. Maybe urban bird-watchers are analogous to surfers who have been active in the clean ocean movement.
Exotic palm trees in Shimokitazawa

On the north side of Shimokitazawa, there is a Hawaiian restaurant with palm trees that are unusual for Tokyo. The tall palm tree with a silver trunk is a Queen Palm, syagrus romanzoffiana, native to woodland Brazil and Argentina and very common in San Francisco and other cold climates. It looks somewhat like a coconut palm.
The restaurant is clearly using these gorgeous palms– along with tiki torches and up-lights lit even during the day, a water fountain, and a wood porch extending to the street– as signifiers of exotic and distant islands. The effect is rather surprising and a pleasant contrast from the neighborhood’s narrow and crowded streets with few real street trees.

The trees look very healthy. I wonder if the restaurant provides special protection in the winter. The small palm tree is also very appealing. It is a Pindo Palm, or butia capitata, native to Brazil and Uruguay. Since it is hardy to 9C (15F), it seems well suited to Tokyo.

Adopt a San Francisco street tree for Christmas program

The City of San Francisco has created a cool program encouraging people to adopt at San Francisco street tree for Christmas instead of purchasing a dead pine tree. City residents can choose between Southern Magnolia, Small Leaf Tristania, Strawberry Tree, and New Zealand Christmas Tree. For US$95 you can pick up a 2 meter potted tree in early December. The trees will be planted on San Francisco streets after the holiday, and adoptive families are invited to help.
This is a smart idea to eliminate the waste of traditional Christmas trees and to involve residents in a very personal way with the city’s goal of doubling its 110,000 street trees. The website has great links to learn more about the human benefits of urban trees, and the current and historical state of San Francisco’s urban forest.
Reclaiming streets beyond pedestrian heaven

For mature cities, creating green cities involves reclaiming unused and under-used spaces in crowded environments. For Tokyo, that largely means rooftops, walls and streets.

Japan introduced a successful concept called “pedestrian heaven” or hokousha tengoku (歩行者天国) in commercial districts including Ginza and Shinjuku. On weekends and holidays, small stretches of major roads are pedestrian-only. A similar project in Akihabara was discontinued after someon used a car and a knife to attack people in 2008. This is an unfortunate reaction, because in addition to promoting shopping, closing streets provides needed space for recreation, pets, children and walking.
There are just a handful of larger street closures that allow for greater recreation. On Sundays, Uchibori-dori outside the Imperial Palace is closed for a 3.5 kilimoters from 10 am to 3 pm. There’s even a free bike borrowing program. And there’s the Oifuto 9.5 kilometer cycling route near Haneda airport on Sundays.
Government visionaries would do well to consider how to turn more streets into occasional leisure, recreation and community spaces. The world’s largest is in Bogota, Colombia, with two million participants (30% of the population) using 120 kilometers of carfree space. Their “ciclovia” program traces back to the 1980s. This has inspired US cities such as New York and San Francisco to create similar programs.
In addition to these weekend or special event uses of streets, Tokyo could also convert many of its small streets into green alleys, parks and gardens. Tokyo’s side streets are already dominated by pedestrian and bicycle traffic, with very minimal auto usage. Since streets represent by far the largest public shared space in cities, these low auto traffic small streets could be transformed to provide greater human and environmental benefits. It would be great to see some pilot projects with pavement reduction, tree planting, community gardens, pocket parks, native plants, and biodiversity zones.
San Francisco is experimenting with some of these ideas, including a Pavement to Parks project that is creating temporary parks on underused asphalt. These parks, using tree trunks and other recycled materials, have proven very popular, and are part of a broader effort to reclaim public space.

And lastly there is an interesting SF Streets Blog photo essay about a renaissance in public space in San Francisco.
Given Tokyo’s already high incidence of walking, transit and biking for most urban trips (for work, school, shopping, and leisure), there is no reason Tokyo should not be at the forefront of experiments in turning streets into usable space.
San Francisco transit

I often tell Tokyo-ites how marvelous their train and subway system is: fast, convenient, clean, and safe. Mostly, Tokyo residents stare in disbelief when I explain how filthy the transit system in San Francisco is.
Recently I read a reminder that not only is San Francisco’s transit dirty, slow and inconvenient, but also dangerous. In the aftermath of a serious stabbing of an 11 year old boy, riding a Muni bus for his first time, the San Francisco Chronicle newspaper’s top political columnists provide the following advice for riding transit at night:
Muni manners: Roxann Hohman, who often rides Muni home from work late at night, passes on some unwritten safety rules for fellow riders. To wit:
– Sit in the middle. The mentally unstable and homeless sit up front where they grope or panhandle at will. The hood rats sit in the back where they can punch people in the head on the way out just for kicks.
– Keep your purse jammed under your arm and the strap wrapped around your wrist, lest someone grabs it on the way out the door.
– If you listen to music, don’t use the telltale white earbuds of an iPod – it’s just asking for trouble. And never listen to music so loud that you can’t tell what’s happening around you.
– Finally, don’t say anything to the three teenagers who are screaming at the top of their lungs, though they are just 2 feet from each other. To do so ensures you’ll get jumped, and you won’t get much help.
Is it any wonder that public transit is a service used almost exclusively by the poor in San Francisco? I am certain these columnists, and many of their readers, never ride the MUNI, certainly not in the evening. With such a continued heavy dependence on private automobiles, will San Francisco be able to grow without sacrificing mobility, air quality and health?
Woolly Pocket Garden at Flora Grubb Gardens
My favorite San Francisco garden store, Flora Grubb Gardens, has an installation of a new vertical garden from Woolly Pocket Garden. It’s a modular system for green walls using a simple pocket design. The pockets are a breathable felt made from recycled plastic bottles, and the vertical gardens can be easily installed indoors or outdoors.

SF Sidewalk planting

Dwell magazine has a great article about San Franciscans’ digging up their sidewalks and planting gardens. Much of the credit is due to Jane Martin and her organization Plant*SF, which has helped neighbors and corporations turn concrete into habitat for plants, wildlife and community.
Martin estimates that 15,000 square feet of pavement have been replaced by public sidewalk gardens that absorb rainwater and require no irrigation. I like how Martin describes her test for native plants: “I’m an Iowa girl, so I learned about natives by planting stuff and leaving town. Whatever was alive when I returned passed the test.”
Compared to San Francisco, Tokyo’s climate, with almost year-round rain, offers an even greater potential for plant life in public spaces with minimal care. With so many avid gardeners growing such a variety of plants in small pots, I can only imagine how much more impact they would have if they received government or nonprofit help to dig up the concrete and plant directly in the earth.
US Interlude

I recently returned to Tokyo from a trip to the US that included a formal meeting with my fellowship sponsor and visits to San Francisco, Los Angeles, Washington DC, and New York.
In the US, urban ecology initiatives seem particularly strong at the municipal government and individual levels. In the photo above, I spotted an amazing formal garden extending on one side of second floor apartment. Perhaps the plants are kept small to preserve light and views from inside.
Urban National Forest

In one of the densest, poorest and most dangerous San Francisco neighborhoods, a university class and an art gallery have created what they dub the Tenderloin National Forest. A San Francisco State University class and The Luggage Store Gallery have created a much needed green space, and appropriated the name and logo of the national forest service.

On the other side of the Atlantic, class spectrum and new versus old developments, today I also read about Vauban, a new suburb in Germany that puts cars in collective garages on the periphery and devotes its narrow alleys to pedestrians and bicycles. It is a new development on an old military base, connected to the city of Freiburg by tram. And it is planned to reduce global warming and to improve the residents’ quality of life.

The funny thing is that this new suburb’s street priorities are not that different than most of residential Tokyo.
